The Snorkel filling system was an introduction by Sheaffer in 1953 and ran until 1957. The system was an upgrade of the pneumatic Touchdown system with the added feature that unscrewing the blindcap extends a slim snorkel from the feed allowing the user to fill the pen without submerging the nib. This system provides cleaner filling and ease of use.

The Snorkel pens came in a variety of models and colors. This particular example is a bit of a mixed case as it is a two tone open nib with a snorkel from a conical nib and has a white dot. Working theory is that the nib is not original to the pen and the pen was originally a Statesman or Valiant model.
